June 8, 2009 City Council Special Session
June 24, 2009 – 1:42 pmThe City Council met in Special Session on June 8, 2009 at 6:00 PM in the Council Chambers of City Hall. Proper notice was given.
Present: Mayor Bob Hovis; Council Members Jim Long, Wayne Massagee, Becky Smith and Melanie Colvin.
Absent: Marilyn Best and Kay McCathen. City Manager Allan was also present.
Purpose of the meeting: Review of the proposed Land Use Plan.
Ms. Deb Ryan, Ryan Harris Consultants, reported on the proposed Land Use Plan. She pointed out the need to retain a small town character while implementing controlled growth. The Land Use Plan is the third step of the City’s six-phase community planning process which began in 2008. The Land Use Plan is derived from an extensive public input process using public meetings and online surveys. The plan reflects the guiding principles found in the Strategic Vision Plan adopted by Council. The plan is designed to protect significant environmental resources while supporting the City’s continued economic vitality. Ms. Ryan reviewed the following components of the plan:
1. Set aside open space and maintain watershed protections.
2. Require conservation development.
3. Connect community assets with trails.
4. Build upon catalyst road projects.
5. Expand the industrial/business development area.
6. Focus retail/office development in the downtown core.
7. Plan for a mixed-use traditional neighborhood redevelopment area.
8. Create a historic district.
9. Support infill housing.
10. Create an urban growth boundary.
A copy of the draft Land Use Plan is on file at City Hall and available for public inspection. The Land Use Plan will be placed on the July Agenda for Council consideration.
Ms. Ryan was thanked for her presentation and the meeting was unanimously adjourned at 5:50 PM by motion of Jim Long, second of Becky Smith.
