June 1, 2009 City Council Special Session

June 24, 2009 – 1:36 pm

The Bessemer City Council met in special session on Monday, June 1, 2009 at 5:30 PM at City Hall.  Proper notice was given. Purpose of the meeting was to hold a budget workshop.

Members present:
Mayor Bob Hovis; Council members: Wayne Massagee, Kay McCathen, Jim Long, Becky Smith and Melanie Colvin. Staff members present were City Manager Allan Farris; Department Heads:  Janice Costner, Donna Lumsden, Jo D Franklin and Lee Hayes. 

Mayor Hovis called the meeting to order. Finance Officer Donna Lumsden reviewed a spreadsheet outlining cost of COLA and/or merit increases as requested by Council.  Following discussion, motion was made by Jim Long, seconded by Wayne Massagee and unanimously approved to include a 2% COLA in the 2009-2010 Budget.

Reports were distributed showing projected revenue for water/sewer rate increases and average billing for families of four or five.  Other reports distributed were Debt Service Summary, Capital Reserve Funding from 1999 to present and Sales Tax Revenue Summary.

Finance Officer Donna Lumsden reported that a one-time reallocation of Administrative Enterprise Fund charges (assessing a heavier weight to the Gas Fund) would provide the additional funds for improvement and replacement of older utility lines as requested by Council.

Mayor Hovis updated Council on negotiations on the interlocal agreement between Gaston County and Bessemer City for sales tax allocation.  The rate will be based on the 2008-2009 collections. Future meetings will be held to complete the process.

The date was set for the Public Hearing and adoption of the 2009-2010 FY Budget for Monday, June 15th at 5:30 PM.

Being no further business, the meeting adjourned at 6:00 PM upon motion by Jim Long, second by Wayne Massagee and unanimous vote.
